Not really. It depends upon the purpose of boards.
For example, as for an experimental board for general teaching and a simple functional experimental board, there is virtually no difference between PCB and breadboard;
However, for those complicated and special function circuits, such as high frequency experiment, which have to adopt PCBs instead of breadboards, so does mass production.
