Nope. It depends. Here are four basic rules of repairing PCB for your reference:
1)The simple problems of PCB appearance can be repaired;
2)The PCB’s function problems, such as open circuit, short circuit, which depend on whether the repairing solves it or not;
(For the open circuit of through hole copper, we don’t suggest to repair it at all due to its potential quality hidden danger.)
3)Some products’ PCBs are not permitted to repair;
4)Some PCB base materials are not suitable to repair, etc.
