Actually, you can try to use a multimeter to adjust it to the maximum capacitance value, then using the probe to connect the two ends of the capacitor and observe the probe hand.
If the probe hand reaches its maximum quickly and slowly returns to zero. You can confirm that the capacitor is good; Vice versa the capacitor is bad.
